Is this true that if i get link from high PR will good for me but bad for provider?
Absolutely not... but many people are so shortsighted to evaluate the whole picture and unfortunately there isn't enough time to write it all down in a post.
Suffice to say... what goes around comes around... PageRank started someplace and all those someplaces link to other someplaces thus everyone in some small way is negatively affected as the provider but as everyone is receiving they are also positively affect - the "loss" is always less than the gain... so everyone wins.
